LOLER Examinations on Lifting Devices and Equipment

In relation to Lifting Equipment and Devices, LOLER require that the inspections include checks of the equipment quality, safety critical parts and safe working loads. They are mandatory and due to be carried out at 6-month intervals by a competent person. These inspections are applicable to Lifting Aids such as Slings and Hoists, Stairlifts and Baths. The LOLER report must include:

  • Date of exam
  • Due date for the next examination
  • Safe working load
  • Notification of a pass or fail

Any defects and failures found must be reported verbally to the duty holder. A report outlining defects and recommendations in more detail should follow. Failed equipment should not be used following the visit until repairs are carried out and it is retested. A written and signed copy of the visit should be left on-site.

Who is the Duty-Holder?

Each company / building should have an appointed person or persons to take on the responsibility of the Lift / Lifting Equipment maintenance. This is generally a Facilities Manager, Site Manager or Health and Safety Manager. Some building owners sometimes hire a Facilities Management Company to take on this responsibility and organise the exams and reports to be carried out on their behalf.

Thorough Examinations of Lift

This is a mandatory, thorough and detailed examination of the equiptment and all safety-critical parts of the lift. This is applicable to passenger lifts, goods lifts and dumbwaiters. The examination must be carried out by a competent and qualified person, who will then provide a report. The exam must be carried out at 6-month intervals. According to LOLER, the report must include the following information:

  • Date of the examination
  • Due date for the next examination
  • A check list of defects that are or could be a potential danger and risk to people.

Any defects found must be immediately reported to the on-site duty holder verbally, this should be followed by a written and signed report. A paper copy should be left on site for the client’s records.

PUWER Examinations

PUWER Exams are regulations that relate to employers, equipment providers, and operators who use work equipment. PUWER stands for The Provision and Use Of Work Equipment Regulations. PUWER’s are not specific to the lift industry however, they take up a large proportion of our work due to our clientele often using lifting equipment on a day-to-day basis. The recommended schedule for these exams has recently been updated to every year. PUWER require that the equipment checked is right for the job, can be used safely and is being used correctly. The reports must include:

  • Date of exam
  • Due date for the next examination
  • Safe working load
  • Notification of a pass or fail
